From the November 2012 Cover Letter: From Wreath: No More Standing Balances In June 2011 we ruled the use of a standing balance to be a step from period practice. All evidence provided so far supports hanging balances, but standing balances appear to be post-period. Given that the hanging balance is an appropriate and very similar period charge that can be used instead of the standing balance, we will no longer register a standing balance after the May 2013 decision meeting. http://heraldry.sca.org/loar/2012/11/12-11cl.html

From the September 2011 LoAR: "Commenters provided evidence that balances in period were uniformly hanging balances. There are some depictions of balances in period art and heraldry wherein the balance is supported by another object, typically a sword, which in some cases might be confused with a stand. Therefore we are declaring the use of standing balances a step from period practice, and encourage submitters to use hanging balances, also known as a set of scales, instead.
