June 2022 Cover Letter - Registering Variant Names[edit | edit source]

The proposal on Palimpsest's March Rules Letter to allow an individual to register close variants of their name is implemented. We wish to emphasize that all variants of a name must be registered to a single person. If they wish to transfer one of the names, they must either transfer all of the variants to the same person or release the variants not transferred. A variant of a name does count against an individual's registration limit.

While SENA will not be updated online until after the October BoD meeting, the changes are in effect immediately. The new wording is underlined in the text below:

E. Registration with Permission to Conflict: The owner of a registered item may grant permission to conflict to a new submission for either identity conflict or relationship conflict. Such permission may be granted either individually through a letter of permission to conflict or universally through a blanket letter of permission to conflict.

For identity conflict, any change to appearance and sound is sufficient to allow the registration of a personal name with a letter of permission to conflict. A submission identical to the registered item will not be registered even with permission to conflict. However, an individual may register a variant on their name even if the difference is not sufficient to allow registration to someone else even with permission to conflict. An individual who registers a variant on their name under this section may not later transfer that variant to another person unless all variants of the name are transferred to the same person or released.

For example, Nicholas Smith could register Nicolas Smith or Nicholas Smyth even though the change of a single letter does not change the name in a way that someone else could register it, even with permission to conflict, as the names are identical in sound. Similarly, the change from verch to ferch does not, by itself, make a name non-identical but Jenet verch Griffith could register Jenet ferch Griffith.

For example, the change from Gwenhwyfar Win to Guenivere Win while visually significant does not change the sound, thus would generally not be registrable even with permission to conflict, but the same person may register both forms.

For example, Gwenhwyfar Win could not transfer Guenivere Win to another person even with permission to conflict. However, she could transfer both Gwenhwyfar Win and Guenivere Win to the same person. Or she could transfer Guenivere Win and release Gwenhwyfar Win.

For relationship conflict, a letter of permission to claim relationship from the owner of the registered item is sufficient to allow the registration of a personal name. This does not require demonstrating that the individual has that legal relationship. You can give a stranger permission to have a name that appears to be the name of your child, parent, or spouse.
